(\u00c0 la une de l'hebdomadaire Mobilit\u00e9 Urbaine)"},"content":{"rendered":"<p><a href=\"https:\/\/www.autonomy.paris\/en\/opinions\/how-can-we-deliver-5-star-roads-for-vulnerable-road-users\/\"><strong>Le reportage d'opinion ci-dessous a \u00e9t\u00e9 publi\u00e9 dans Autonomy Paris Urban Mobility Weekly le 6 mai 2021<\/strong><\/a><\/p>\n<p>Chaque jour, les accidents de la route font plus de 3 600 morts \u00e0 travers le monde. 56 personnes se retrouvent t\u00e9trapl\u00e9giques, 161 subissent une amputation, 932 souffrent de l\u00e9sions c\u00e9r\u00e9brales acquises graves et 20 865 pr\u00e9sentent des fractures des membres. 102 835 personnes, principalement des jeunes, subissent des blessures qui changent leur vie ou d\u00e9c\u00e8dent. 1 028,35 milliards de dollars de co\u00fbts suppl\u00e9mentaires s&#x27;ajoutent aux d\u00e9penses de sant\u00e9, d&#x27;assurance et d&#x27;aide sociale. Chaque jour.<\/p>\n<p>La mobilit\u00e9 urbaine est un d\u00e9fi auquel toutes les villes sont confront\u00e9es, alors que nous nous effor\u00e7ons d'accro\u00eetre les modes de transport durables qui offrent efficacit\u00e9 et \u00e9conomie d'\u00e9chelle, \u00e9quilibrent les consid\u00e9rations climatiques et, surtout, prot\u00e8gent les usagers de la route. Une norme mondiale d'infrastructures routi\u00e8res plus s\u00fbres et de vitesses plus s\u00fbres fournit les vaccins dont les routes ont besoin pour r\u00e9duire les risques pour tous les usagers.<\/p>\n<h3><strong>Cr\u00e9er un syst\u00e8me s\u00fbr pour les usagers de la route<\/strong><\/h3>\n<p>Chaque type d'accident a une solution d'ing\u00e9nierie ou de gestion de la vitesse qui peut sauver des vies. Les humains font des erreurs et les accidents arriveront, mais les routes et les rues de la ville peuvent \u00eatre con\u00e7ues pour \u00eatre auto-explicatives et indulgentes envers les erreurs. Une route 1 \u00e9toile est la moins s\u00fbre et une route 5 \u00e9toiles est la plus s\u00fbre. La recherche montre que le risque de mort ou de blessure grave d'une personne sur une route est r\u00e9duit de moiti\u00e9 pour chaque am\u00e9lioration progressive de la classification par \u00e9toiles gr\u00e2ce \u00e0 des am\u00e9liorations de conception ou d'infrastructure.<\/p>\n<p>La Conf\u00e9rence minist\u00e9rielle mondiale sur la s\u00e9curit\u00e9 routi\u00e8re de 2020, qui s\u2019est tenue en Su\u00e8de, a vu l\u2019adoption des objectifs mondiaux des Nations Unies en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re ainsi que l\u2019utilisation de la norme mondiale \u00ab iRAP \u00bb pour les routes class\u00e9es 3 \u00e9toiles ou plus, dans le but de sauver des vies et d\u2019orienter les investissements. La deuxi\u00e8me D\u00e9cennie d&#x27;action 2021-2030 a r\u00e9affirm\u00e9 l&#x27;objectif ambitieux de r\u00e9duire de moiti\u00e9 le nombre brut de d\u00e9c\u00e8s et de bless\u00e9s sur les routes d&#x27;ici 2030. Cette deuxi\u00e8me d\u00e9cennie continuera \u00e0 renforcer les 12\u00a0<a href=\"https:\/\/irap.org\/fr\/2018\/04\/targets-3-4-what-they-mean-for-safer-roads-globally\/\" target=\"_blank\" rel=\"noopener\">Objectifs mondiaux de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re<\/a>, notamment l&#x27;objectif n\u00b0 3, qui pr\u00e9voit que toutes les nouvelles routes soient class\u00e9es 3 \u00e9toiles ou plus, et l&#x27;objectif n\u00b0 4, qui vise \u00e0 ce que plus de 751 TP8T de trafic soient achemin\u00e9s sur des routes class\u00e9es 3 \u00e9toiles ou plus d&#x27;ici 2030.<\/p>\n<h3><strong>Quelle est la s\u00e9curit\u00e9 des routes du monde ?<\/strong><\/h3>\n<p><a href=\"https:\/\/www.vaccinesforroads.org\/\" target=\"_blank\" rel=\"noopener\">Vaccins pour routes<\/a>\u00a0exploite le potentiel de la plus grande base de donn\u00e9es au monde sur la s\u00e9curit\u00e9 des infrastructures routi\u00e8res afin d\u2019\u00e9valuer le niveau de s\u00e9curit\u00e9 des routes \u00e0 l\u2019\u00e9chelle mondiale, les cons\u00e9quences humaines et \u00e9conomiques des accidents, les caract\u00e9ristiques routi\u00e8res d\u00e9terminantes, ainsi que l\u2019int\u00e9r\u00eat \u00e9conomique de disposer de routes class\u00e9es 3 \u00e9toiles ou plus pour tous les usagers de la route \u00e0 travers le monde. Les profils par pays fournissent des informations essentielles aux gouvernements nationaux et aux d\u00e9cideurs en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, servant de base factuelle pour les actions et les investissements visant \u00e0 sauver des vies. Sur la base d\u2019un \u00e9chantillon de 358 000 km de routes \u00e9valu\u00e9es dans 54 pays, environ 881 millions de trajets pour les pi\u00e9tons et 861 millions de trajets pour les cyclistes ont \u00e9t\u00e9 class\u00e9s dans la cat\u00e9gorie de s\u00e9curit\u00e9 la plus basse (1 \u00e0 2 \u00e9toiles), ce qui repr\u00e9sente un danger r\u00e9el et imm\u00e9diat pour les usagers vuln\u00e9rables de la route.<\/p>\n<p>C'est particuli\u00e8rement pr\u00e9occupant pour les enfants et les jeunes, car les accidents de la route sont la principale cause de d\u00e9c\u00e8s chez les personnes \u00e2g\u00e9es de 5 \u00e0 29 ans. Offrir des rues s\u00fbres et saines aux enfants et aux jeunes est une question essentielle pour les objectifs climatiques, le d\u00e9veloppement de l'enfant et de l'adolescent, et la mobilit\u00e9 urbaine qui prend en compte tous les groupes d'\u00e2ge. La conception urbaine du syst\u00e8me s\u00fbr est n\u00e9cessaire pour prot\u00e9ger les plus vuln\u00e9rables. Des initiatives telles que le prim\u00e9\u00a0<a href=\"https:\/\/www.starratingforschools.org\/\" target=\"_blank\" rel=\"noopener\">Notation par \u00e9toiles pour les \u00e9coles<\/a>\u00a0(SR4S) soutient des interventions rapides qui sauvent des vies et pr\u00e9viennent les blessures graves en mesurant, g\u00e9rant et communiquant les risques auxquels les enfants sont expos\u00e9s lors de leur trajet vers l'\u00e9cole.<\/p>\n<h3><strong>Concevoir pour la s\u00e9curit\u00e9 urbaine<br \/><\/strong><\/h3>\n<p>Une conception routi\u00e8re de haute qualit\u00e9 est essentielle pour que la mobilit\u00e9 urbaine tienne compte des besoins de tous les usagers de la route.\u00a0<a href=\"https:\/\/irap.org\/fr\/2020\/10\/new-irap-star-ratings-of-nacto-gdcis-global-street-design-guide-resource\/\" target=\"_blank\" rel=\"noopener\">Un suppl\u00e9ment \u00e0\u00a0<em>Guide mondial de conception des rues<\/em><\/a>\u00a0\u2013 qui attribue les notes \u00ab iRAP \u00bb aux projets existants et am\u00e9lior\u00e9s \u2013 aide les concepteurs routiers du monde entier \u00e0 prendre la mesure des avantages en mati\u00e8re de s\u00e9curit\u00e9 qu\u2019une bonne conception routi\u00e8re peut apporter. Ce guide a \u00e9t\u00e9 initialement publi\u00e9 en 2016 par l\u2019initiative Global Designing Cities (GDCI) de la NACTO, avec le soutien de Bloomberg Philanthropies et de la Bloomberg Initiative for Global Road Safety (BIGRS). Il est important de noter qu\u2019il est disponible gratuitement, qu\u2019il fournit des id\u00e9es \u00e0 ceux qui souhaitent am\u00e9liorer la s\u00e9curit\u00e9 de leurs rues et qu\u2019il aide les responsables de ces am\u00e9liorations \u00e0 en comprendre les avantages en mati\u00e8re de s\u00e9curit\u00e9.<\/p>\n<p>Les strat\u00e9gies de conception mises en avant visent \u00e0 cr\u00e9er un environnement 5 \u00e9toiles pour tous les usagers de la route tout en soutenant les objectifs de mobilit\u00e9 pour des villes saines, s\u00fbres, durables, \u00e9quitables et vivables.<br \/>Par exemple, une intersection \u00e0 deux \u00e9toiles dans un quartier \u00e0 forte densit\u00e9 pourrait obtenir 5 \u00e9toiles en mettant en \u0153uvre des solutions simples telles que la gestion de la vitesse et du stationnement, l'am\u00e9lioration du marquage au sol et des installations de travers\u00e9e pi\u00e9tonne ainsi que des trottoirs. Sur les grands axes ayant une note de seulement 1 ou 2 \u00e9toiles pour les pi\u00e9tons et les cyclistes, les conditions de s\u00e9curit\u00e9 maximales pourraient \u00e9galement \u00eatre atteintes avec des solutions similaires en plus de pistes cyclables prot\u00e9g\u00e9es.<\/p>\n<h3><strong>Que pouvons-nous faire ?<\/strong><\/h3>\n<p>Nous savons que les blessures routi\u00e8res sont \u00e9vitables. Nous poss\u00e9dons le savoir-faire en ing\u00e9nierie, une norme mondiale de s\u00e9curit\u00e9 des infrastructures routi\u00e8res pour l'\u00e9valuation comparative, ainsi que des outils, une formation et un soutien gratuits pour am\u00e9liorer la mobilit\u00e9 urbaine avec une s\u00e9curit\u00e9 prioritaire pour tous les usagers de la route. Investir dans des routes plus s\u00fbres et des vitesses plus s\u00fbres permettra de sauver des vies et d'apporter des avantages \u00e9conomiques consid\u00e9rables.
