By identifying and addressing safety issues early, SR4D saves lives, improves infrastructure investment outcomes, and supports delivery of 3\u2011star or better roads in line with UN Global Road road designer\u2019s perspective on the development of the SR4D program and tools. See the Group\u2019s Terms of Reference\u00a0<a href=\"https:\/\/resources.irap.org\/Star_Rating_for_Designs\/SR4D_Road_Designers_Consultation_Group_TOR.pdf\">here<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>Advice and feedback may span all aspects of SR4D, for example:<\/p>\n<p>\u2013 The road design process and how software is used<br \/>\n\u2013 The effectiveness of SR4D tools and development needs<br \/>\n\u2013 Training and accreditation<br \/>\n\u2013 Communications.<\/p>\n<p>&nbsp;<\/p>\n<p>The Group comprises 18 experts with extensive experience in road design and SR4D, drawn from the private sector, public sector and NGOs, from each region of the world. \u00a0Their guidance will help inform the development of the Star Rating for Designs tool and global advocacy and action to achieve iRAP\u2019s vision for every road design to have a Star independently.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8211; Star rating of a design, using the SR4D tool, or through other iRAP processes, can be performed by any suitably iRAP trained road safety practitioner. The design drawings together with other key project fundamentals such as expected traffic volumes and speed estimates can ensure the star rating of a design can be completed from the desk-top with local knowledge.\u00a0 Road safety auditors are well placed with the skills needed to star rate designs.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8211; Star Ratings are now being used by many agencies to ensure that safety is built-in to designs for upgrades and new roads prior to construction.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-26295 alignnone\" governments and development banks, the process opens the opportunity to set performance-based targets for vehicle occupants, motorcyclists, pedestrians and bicyclists that not only improve safety but create a high level of transparency and accountability.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8211; The Star Rating design process has been successfully used in countries such as Australia, New Zealand, Moldova, the tender process raises the competitive bar among design teams.\u00a0 The open-ended \u2018or better\u2019 target invites designers to aspire to higher performance.\u00a0 A 4.5 star outcome can be given more weighting than a 3.5 star outcome for a very small percentage of the overall project costs.<\/p>\n<p>&nbsp;<\/p>\n<p>Project evaluation criteria can therefore include the safety performance of a road in addition to traditional criteria like cost, time and quality.\u00a0 The star ratings and associated estimate of life-time crash costs associated with each design can provide an objective,
