How will,\u00a0 in the context of simultaneous\u00a0 heterogeneous\u00a0 traffic on same road, the behavioral aspects of road users , be addressed <br \/>2. How the Covid19 psychological\u00a0 will, affect road etiquette.<br \/>3. How fleet\u00a0 owners be encouraged , to employ new trained commercial\u00a0 vehicle lorry drivers with no prior\u00a0 experience.<\/td><td><p>The challenge of managing many different road users on a road needs to be considered in all steps of the Ten Step Plan implementation. For example, road design standards need to ensure that speeds reflect the mix of users and that facilities are available pedestrians, bicyclists and motorcyclists have facilities.<\/p>\n<p>An interesting place to start reading about COVID 19 is in the latest RSF Newsletter: <a href=\"https:\/\/www.unece.org\/fileadmin\/DAM\/Road_Safety_Trust_Fund\/Newsletter\/UNRSF_Newsletter_July2020.pdf\"><span style=\"text-decoration: underline;\">https:\/\/www.unece.org\/fileadmin\/DAM\/Road_Safety_Trust_Fund\/Newsletter\/UNRSF_Newsletter_July2020.pdf<\/span><\/a><\/p>\n<p>The Stockholm Declaration emphasises the role of the private sector, including fleet operators, in road safety efforts:<br \/><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.roadsafetysweden.com\/contentassets\/b37f0951c837443eb9661668d5be439e\/stockholm-declaration-english.pdf\">https:\/\/www.roadsafetysweden.com\/contentassets\/b37f0951c837443eb9661668d5be439e\/stockholm-declaration-english.pdf<\/a>.<\/span> The Network of Employers for Traffic Safety (NETS) have useful information on promoting safe fleet operation: <span style=\"text-decoration: underline;\"><a href=\"https:\/\/trafficsafety.org\/\">https:\/\/trafficsafety.org\/<\/a><\/span>. <\/p><\/td>        <\/tr>\n            <tr data-row_id=\"1141\" class=\"ninja_table_row_21 nt_row_id_1141\">\n            <td>Why three stars and not five star as known in hotel sector? How many countries in Africa have started implementing the ten step?<\/td><td><p>The iRAP methodology uses a 5-star scale, with 1-star the highest risk and 5-stars the lowest risk. The goal is that roads are at least able to achieve 3-stars or better for all road users. Five-star is ideal with 3-star or better the minimum standard agreed by Member States as part of the Global Road Safety Performance Targets.\u00a0 See <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.vaccinesforroads.org\/how-safe-are-the-worlds-roads\/\">https:\/\/www.vaccinesforroads.org\/how-safe-are-the-worlds-roads\/<\/a><\/span>\u00a0 \u00a0and <span style=\"text-decoration: underline;\"><a href=\"https:\/\/irap.org\/2020\/08\/introduction-to-irap-free-online-course\/\">https:\/\/irap.org\/2020\/08\/introduction-to-irap-free-online-course\/<\/a><\/span>).<\/p>\nTanzania will be the first country to pilot the Ten Step Plan.<\/td>        <\/tr>\n            <tr data-row_id=\"1142\" class=\"ninja_table_row_22 nt_row_id_1142\">\n            <td>Don't you think that the 50% reduction target by 23 is too ambitious, particularly for developing countries?<\/td><td>No not at all.\u00a0 Developing countries cannot afford to carry the human and financial cost of road trauma.\u00a0 The burden of road trauma impacts individuals, companies, health systems and the economy.\u00a0 Lifting this burden from low and middle-income countries is a critical part of sustainable development \u2013 and it will more than pay for itself.\u00a0\u00a0<br \/><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.vaccinesforroads.org\/business-case-for-safer-roads\/\">https:\/\/www.vaccinesforroads.org\/business-case-for-safer-roads\/<\/a><\/span><\/td>        <\/tr>\n            <tr data-row_id=\"1143\" class=\"ninja_table_row_23 nt_row_id_1143\">\n            <td>Question for Rob: Regarding Target 3: Is a 3-star-road defined exclusive by iRAP? Or can this be defined by countries by themselves, e. g. based on a national road safety assessment method?<\/td><td>Yes \u2013 like the EuroNCAP method for vehicles the Star Rating Global Standard for roads is overseen and supported by iRAP as a charity so it is available for free for all government and researchers partners worldwide and is fully documented and published at <span style=\"text-decoration: underline;\"><a href=\"https:\/\/irap.org\/methodology\/\">https:\/\/irap.org\/methodology\/<\/a>.\u00a0<\/span> The model is governed by a Global Technical Committee made up of the world\u2019s leading road infrastructure safety researchers who volunteer their time to support the model oversights and evidence base.\u00a0 We would love to have BAST join that committee to capture the best of German research.\u00a0 Kirsten Graf-Landmann would be worth talking to there.<\/td>        <\/tr>\n            <tr data-row_id=\"1144\" class=\"ninja_table_row_24 nt_row_id_1144\">\n            <td>How to get funding for a project to improve road safety in a country.\u00a0 we are a little difficult to reach that assistance especially for Indonesia.<\/td><td><p>Consider applying for UN Road Safety Fund with UNESCAP to implement the Ten Steps \u2013 see <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.unece.org\/unrsf\/home.html\">https:\/\/www.unece.org\/unrsf\/home.html<\/a> <\/span>for details.\u00a0<\/p>\n<p>Within Indonesia organisations like Bina Marga or similar road agencies may be an option.\u00a0 International support via the Asian Development Bank, World Bank and DFAT like <span style=\"text-decoration: underline;\"><span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cardno.com\/projects\/indonesia-australia-partnership-for-infrastructure-kiat-design-and-implementation\/\">https:\/\/www.cardno.com\/projects\/indonesia-australia-partnership-for-infrastructure-kiat-design-and-implementation\/<\/a><\/span><\/span> may be options.\u00a0<\/p><\/td>        <\/tr>\n            <tr data-row_id=\"1145\" class=\"ninja_table_row_25 nt_row_id_1145\">\n            <td>Thank you for the valuable information. For instance a study by Anderson et al. titled \u201cFatalities to occupants of cargo areas of pickup truck\u201d published in the 2000 in Accident Analysis and Prevention describes fatalities to occupants of pickup truck cargo areas and compares the mortality of cargo area occupants to passengers in the cab. Thirty-four percent of deaths to cargo occupants were in non-crash events without vehicle deformation. Fifty-five percent of those who died were age 15\u201329 years and 79% were male. The fatality risk ratio (FRR) comparing cargo area occupants to front seat occupants was 3.0. The risk was 7.9 \u00a0times that of restrained front seat occupants. The article concluded that passengers in cargo areas of pickup trucks have a higher risk of death than front seat occupants, especially in non-crash events, and that camper shells offer only limited protection for cargo area occupants. Overall riding in the back of a pickup truck can lead to injuries or death if a person is thrown or ejected from the truck bed. Since there are no seat belts installed in pickup truck beds, it is more dangerous to ride in this area of the truck, especially in certain road conditions (such as bumpy roads, slippery road surfaces, driver recklessness, and passenger not remaining seated during a trip, all of which are prevalent in Africa). Le risque \u00e9tait 7,9 fois sup\u00e9rieur \u00e0 celui des occupants des si\u00e8ges avant retenus. L&#039;article a conclu que les passagers dans les zones de cargaison des camionnettes ont un risque de d\u00e9c\u00e8s plus \u00e9lev\u00e9 que les occupants des si\u00e8ges avant, en particulier dans les \u00e9v\u00e9nements non li\u00e9s \u00e0 un accident, et que les coques de camping-car n&#039;offrent qu&#039;une protection limit\u00e9e pour les occupants de la zone de chargement. Dans l&#039;ensemble, la conduite \u00e0 l&#039;arri\u00e8re d&#039;une camionnette peut entra\u00eener des blessures ou la mort si une personne est projet\u00e9e ou \u00e9ject\u00e9e de la plate-forme du camion. Le financement est souvent un d\u00e9fi, pouvons-nous avoir un d\u00e9collage de cette r\u00e9union pour cr\u00e9er des formations gratuites.<\/td><td>Le but du projet Ten Steps sera de renforcer cette capacit\u00e9 locale, avec le b\u00e9n\u00e9fice de ressources mondiales pour acc\u00e9l\u00e9rer le transfert de connaissances et d\u00e9velopper des comp\u00e9tences durables.
