It is building on the strengths of iRAP\u2019s road safety assessment tools and AIMSUN\u2019s simulation and Artificial Intelligence to deliver harmonised, integrated and world-leading safety prediction tools that take account of gender, age and ability levels in providing for future mobility.<\/p>\n<p>Catch up on recent news:<\/p>\n<p><strong>Road safety innovation in complex environments<\/strong><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/irap.org\/wp-content\/uploads\/2025\/03\/EU-Road-Safety-Cluster3.png&#8221; title_text=&#8221;EU-Road-Safety-Cluster3&#8243; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_image][et_pb_text admin_label=&#8221;Text&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Pedestrians, cyclists and other vulnerable road users face complex road safety challenges navigating daily journeys. The first webinar of the <a href=\"https:\/\/phoebe-project.eu\/eu-road-safety-cluster\/\">EU Road Safety Cluster<\/a> was presented in February, attended by more than 90 stakeholders. Even though all six cluster projects have the same aim of reducing crashes and fatalities, each project presented a different facet of road safety innovation:<\/p>\n<ul>\n<li>PHOEBE &#8211; developing an integrated, dynamic, human-centred predictive safety assessment framework<\/li>\n<li>SOTERIA &#8211; using novel data solutions to identify near misses and other actions around unsafe locations by utilising vehicle-, cell phone and micro-mobility data<\/li>\n<li>AI4CCAM &#8211; using a holistic approach to AI to assess automated driving and its user acceptance<\/li>\n<li>HEIDI &#8211; enhancing communication between vehicles and vulnerable road users, such as cyclists or pedestrians, by conveying information to both sides of the vehicle (inside and outside)<\/li>\n<li>FRODDO &#8211; advancing automated and connected mobility by developing safer, smarter, and more adaptable transportation systems using advanced sensing, AI, and digital twin simulations<\/li>\n<li>EVENTS &#8211; focussing on challenges that arise when Connected and Automated Vehicles (CAVs) encounter complex situations that could disrupt their normal operation, such as dynamic traffic changes, harsh weather, sensor failures, or unstructured roads<\/li>\n<\/ul>\n<p>Read more and watch the webinar recording <a href=\"https:\/\/phoebe-project.eu\/summary-safety-cluster-webinar1\/\">here.<\/a><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Latest research on microsimulations<\/strong><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/irap.org\/wp-content\/uploads\/2025\/03\/TRB_upload.png&#8221; title_text=&#8221;TRB_upload&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p style=\"text-align: right;\"><em>iRAP&#8217;s Shanna Lucchesi pictured centre with partners<\/em><\/p>\n<p>Traffic flow models used in traffic microsimulation platforms do not commonly consider human factors, especially non-compliant behaviours. While the theoretical need for the incorporation of specific human factors into traffic microsimulation, especially for the purpose of safety assessment, has been shown in previous studies, there is no systematic methodology which can be empirically tested for a wide range of behaviours. PHOEBE presented at the Annual Meeting of the Transport Research Board (TRB) in Washington DC, USA in January on the joint research efforts of TU Delft, AIMSUN, iRAP and The FLOOW on the incorporation of human factors into traffic microsimulation. POLIS Network, FACTUAL, and iRAP showcased the two Spanish pilots in Barcelona (JULIA) and Valencia (PHOEBE). The aim of both EU-funded projects is to enhance road safety for cyclists and other vulnerable road users and encourage active mobility to achieve the goal of the European Parliament to \u2018<a href=\"https:\/\/www.polisnetwork.eu\/news\/eu-parliament-aims-to-double-cycling-by-2023\/\">double cycling by 2030<\/a>\u2019 and reach the targets outlined in the <a href=\"https:\/\/transport.ec.europa.eu\/system\/files\/2023-11\/European_Declaration_on_Cycling_en_0.pdf\">European Declaration on Cycling<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Reviewing the effectiveness of 30 km\/h speed limits<\/strong><\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/irap.org\/wp-content\/uploads\/2025\/03\/pexels-loriana-erban-2149705794-30858936.jpg&#8221; title_text=&#8221;pexels-loriana-erban-2149705794-30858936&#8243; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>PHOEBE project partner National Technical University of Athens has assessed recent literature on urban speed limit reductions to 30km\/h and the related policy efforts of different European cities. Research shows that reducing speed limits to 30 km\/h dramatically enhances safety, with a pedestrian\u2019s survival likelihood rising to 90% in crashes at this speed, compared to under 50% at 50 km\/h. The study evaluates the broad impacts of implementing 30 km\/h speed limits in urban areas, addressing safety, environmental, energy, traffic, and health effects. Evidence highlights a 40% reduction in fatalities, alongside decreased emissions, lower energy consumption, and improved public health through increased walking and cycling. PHOEBE partner National Technical University of Athens (NTUA) assessed the Walk as part of the wider PHOEBE pilot initiative to enhance road safety of vulnerable road users.
