Esto se lograr\u00e1 reuniendo el poder interdisciplinario de la simulaci\u00f3n de tr\u00e1fico, la evaluaci\u00f3n de la seguridad vial, el comportamiento humano, el cambio de modo y el modelado de demanda inducida y los datos de movilidad nuevos y emergentes. Centrado en la seguridad de los usuarios viales vulnerables, el proyecto PHOEBE de 3,5 a\u00f1os de duraci\u00f3n se inspirar\u00e1 en escenarios del mundo real en las tres ciudades piloto de Atenas, Valencia y West Midlands. La encuesta en l\u00ednea y los grupos focales capturaron las brechas y necesidades de los gerentes, profesionales y autoridades del transporte en las tres ciudades piloto de Atenas, Valencia y West Midlands y m\u00e1s all\u00e1.<\/p>\n<p><strong>Resumen de los resultados de la revisi\u00f3n<\/strong><\/p>\n<p>Los resultados de la revisi\u00f3n del estado del arte sacaron a la luz las lagunas en la ciencia y las pol\u00edticas que existen actualmente. El marco PHOEBE incluye varios componentes interrelacionados que deben mejorarse, actualizarse e interrelacionarse para lograr los objetivos cient\u00edficos del marco metodol\u00f3gico y dar como resultado una herramienta de apoyo a las pol\u00edticas utilizable y eficiente.<\/p>\n<p>La revisi\u00f3n confirm\u00f3 que la<a href=\"https:\/\/irap.org\/rap-tools\/infrastructure-ratings\/star-ratings\/\"> Clasificaciones de estrellas iRAP<\/a> constituyen una metodolog\u00eda de evaluaci\u00f3n de la seguridad vial adecuada a las necesidades del proyecto. Este m\u00e9todo incorpora modelos individuales para VRU y es aplicable en todas las regiones y tipos de carreteras (incluidas las redes de carreteras urbanas). Los socios de PHOEBE se reunieron recientemente para mejorar la comprensi\u00f3n de Star Ratings entre los miembros del consorcio.<\/p>\n<p><strong>Elecci\u00f3n de modo<\/strong><\/p>\n<p>Otro aspecto del comportamiento que est\u00e1 siendo evaluado por PHOEBE es la elecci\u00f3n de modo o el cambio modal de los usuarios, que tambi\u00e9n tiene un impacto en la seguridad a nivel de red de una ciudad. Comprender el cambio modal y la demanda inducida es fundamental para comprender los cambios en el flujo y la velocidad de la red y sus impactos en la seguridad del sistema de transporte. Modelar el fen\u00f3meno de la elecci\u00f3n del modo y pronosticar el reparto modal y el cambio modal es parte integral del modelado de la demanda de viajes. Tambi\u00e9n se concluy\u00f3 que hay mucha experiencia en el desarrollo de dichos modelos para \u00e1reas urbanas, pero no para modos de transporte sostenibles (que no sean transporte p\u00fablico), micromovilidad y movilidad automatizada. La inclusi\u00f3n de algunos modos nuevos, en particular la micromovilidad, ser\u00e1 esencial para la capacidad del Marco PHOEBE para pronosticar la adopci\u00f3n de nuevos modos de transporte.<\/p>\n<p><strong>Consultas de partes interesadas<\/strong><\/p>\n<p>El cuestionario de la encuesta y los grupos focales ten\u00edan como objetivo evaluar diferentes aspectos del marco PHOEBE desde la perspectiva del usuario final, para producir una Declaraci\u00f3n de Necesidades. La encuesta se difundi\u00f3 en l\u00ednea con 50 participantes que brindaron informaci\u00f3n sobre modelos de comportamiento, m\u00e9todos de recopilaci\u00f3n de datos, datos de cambio modal, modelos socioecon\u00f3micos, evaluaci\u00f3n de la seguridad vial y microsimulaci\u00f3n. Diecinueve (19) participantes de 15 ciudades participaron en los grupos focales que siguieron un gui\u00f3n y un proceso dedicados a comprender las percepciones y experiencias de su trabajo diario, necesidades y capacidades mientras trabajaban con la evaluaci\u00f3n y simulaci\u00f3n de seguridad vial.<\/p>\n<p>La Declaraci\u00f3n de necesidades destaca, entre otras cosas, que existen varios desaf\u00edos, incluidas las diferentes estructuras organizativas relacionadas con el conocimiento y la pr\u00e1ctica en las ciudades y algunas deficiencias en las herramientas actuales, como la incorporaci\u00f3n limitada de opciones de cambio modal (especialmente con las nuevas soluciones de movilidad emergentes). Adem\u00e1s, las UVV y las nuevas movilidades deben integrarse no solo en las herramientas, sino tambi\u00e9n en el conocimiento y la pr\u00e1ctica de la organizaci\u00f3n. Las nuevas fuentes de datos emergentes son costosas de recopilar y procesar, y la falta de recursos humanos con capacitaci\u00f3n y conocimientos relevantes puede ser una barrera para explotar estos nuevos datos. La Declaraci\u00f3n de Necesidades cubre tres elementos de objetivos estrat\u00e9gicos, apoyo a la decisi\u00f3n y pr\u00e1ctica diaria, as\u00ed como necesidades metodol\u00f3gicas.<\/p>\n<p><strong>Mensajes clave y conclusiones<\/strong><\/p>\n<p>Con base en las necesidades de las partes interesadas y la revisi\u00f3n de la literatura, se redactar\u00e1 un dise\u00f1o conceptual del marco metodol\u00f3gico PHOEBE sobre la base de los siguientes principios de dise\u00f1o (entre otros):<\/p>\n<ul>\n<li>Los modelos de elecci\u00f3n de modo y cambio modal son los primeros pasos que se deben tomar para simular los impactos en el tr\u00e1fico y la seguridad<\/li>\n<li>Fusi\u00f3n de evaluaci\u00f3n vial y simulaci\u00f3n de tr\u00e1fico: la fuerte interrelaci\u00f3n entre la simulaci\u00f3n de tr\u00e1fico y la evaluaci\u00f3n de la seguridad vial es el n\u00facleo de la metodolog\u00eda PHOEBE<\/li>\n<li>Incorporaci\u00f3n de modelos de comportamiento humano para mejorar la credibilidad de la simulaci\u00f3n de tr\u00e1fico y enriquecer las predicciones de resultados de seguridad vial<\/li>\n<\/ul>\n<p>Los resultados son solo el comienzo del trabajo que llevar\u00e1n a cabo los socios de PHOEBE.
