{"id":3663,"date":"2023-01-16T23:08:54","date_gmt":"2023-01-16T12:08:54","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/malaysias-2030-road-safety-plan-includes-rap-metrics\/"},"modified":"2026-04-30T12:40:08","modified_gmt":"2026-04-30T02:40:08","slug":"malaysias-2030-road-safety-plan-includes-rap-metrics","status":"publish","type":"post","link":"https:\/\/irap.org\/es\/malaysias-2030-road-safety-plan-includes-rap-metrics\/","title":{"rendered":"Plan de Seguridad Vial de Malasia 2030 publicado con m\u00e9tricas RAP"},"content":{"rendered":"<p>iRAP felicita a la <a href=\"https:\/\/www.mot.gov.my\/\">Ministerio de Transporte Malasia<\/a> y <a href=\"https:\/\/www.miros.gov.my\/xs\/index.php\">Instituto Malasio de Investigaci\u00f3n sobre Seguridad Vial (MIROS)<\/a> en la publicaci\u00f3n del Plan Nacional de Seguridad Vial del pa\u00eds para 2030 alineado con los Objetivos 3 y 4 de la ONU y recomendando la implementaci\u00f3n continua del programa de evaluaci\u00f3n vial local MyRAP para eliminar las carreteras de alto riesgo y salvar vidas y lesiones graves.<\/p>\n<p><a href=\"https:\/\/www.mot.gov.my\/en\/Pages\/Land\/Safety%20and%20Security\/MRSP%202022-2030%20(1022).pdf\">Plan de Seguridad Vial de Malasia (MRSP) 2022-2030<\/a> establece objetivos para aumentar el porcentaje de kil\u00f3metros de carreteras nuevas y existentes que reciben una calificaci\u00f3n de 3 estrellas o superior, y en particular para que las calificaciones por estrellas se ampl\u00eden a todos los tipos de carreteras y zonas de alto riesgo, como escuelas y zonas de actividad empresarial. Recomienda adem\u00e1s que el trabajo continuo de MyRAP garantice la implementaci\u00f3n de la Metodolog\u00eda iRAP, herramientas y capacitaci\u00f3n adaptada a la situaci\u00f3n y necesidades locales.<\/p>\n<p>El Plan se\u00f1ala: \u201cEl programa de clasificaci\u00f3n por estrellas de las carreteras de Malasia est\u00e1 en vigor desde 2007 y abarca 3.700 km de v\u00edas principales a trav\u00e9s del Programa Internacional de Evaluaci\u00f3n de Carreteras (iRAP). Seg\u00fan la evaluaci\u00f3n realizada, se constat\u00f3 que 911 km de carreteras federales y 131 km de autopistas fuera de las zonas urbanas obtuvieron una calificaci\u00f3n de 3 estrellas o inferior. En 2017, el porcentaje de redes de carreteras con una calificaci\u00f3n de 3 estrellas o superior aument\u00f3 del 52,41 % al 95,51 % en el caso de las autopistas urbanas, gracias a las mejoras inmediatas realizadas y al cumplimiento de los l\u00edmites de velocidad por parte de los conductores. Este logro demuestra que este programa de evaluaci\u00f3n puede mejorar el nivel de seguridad vial en el pa\u00eds\u2019.\u201d<\/p>\n<p>Los accidentes de tr\u00e1fico son la principal causa de muerte accidental en Malasia, cobrando m\u00e1s de 6.500 vidas al a\u00f1o.<\/p>\n<p>El Plan 2030 tiene como objetivo mejorar los niveles de seguridad vial estableciendo objetivos y diversas iniciativas, programas, estrategias y medidas de intervenci\u00f3n bajo 10 \u00e1reas prioritarias para los pr\u00f3ximos 10 a\u00f1os. Las \u00e1reas prioritarias incluyen:<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2023\/01\/MRSP-priorities-JW.jpg\" alt=\"MRSP priorities JW\" \/><\/p>\n<p>Alineado a la <a href=\"https:\/\/resources.irap.org\/General\/12_UN_Global_Road_Safety_Targets.pdf\">12 Objetivos de Desempe\u00f1o Mundiales Voluntarios de Seguridad Vial de la ONU<\/a>, el plan se implementar\u00e1 con la colaboraci\u00f3n de todas las partes interesadas, incluidas las agencias gubernamentales, el sector privado, las organizaciones no gubernamentales (ONG), las comunidades locales y destacados defensores de la seguridad vial.<\/p>\n<p>El Gobierno de Malasia tiene como objetivo convertirse en un modelo a seguir mediante la introducci\u00f3n de un sistema de gesti\u00f3n de seguridad vial sostenible y din\u00e1mico en los procedimientos y operaciones de gesti\u00f3n interna del gobierno.<\/p>\n<p>En el pr\u00f3logo del Plan, el primer ministro YAB Dato\u2019 Sri Ismail Sabri bin Yaakob afirma: \u201cGracias a las medidas adoptadas en el marco del anterior Plan de Seguridad Vial de Malasia 2014-2020, hemos logrado registrar una tasa de reducci\u00f3n anual del 4,81 % en el n\u00famero de v\u00edctimas mortales por accidentes de tr\u00e1fico. Sin embargo, no podemos permitirnos el lujo de dormirnos en los laureles ante este logro. Las pol\u00edticas y los principios rectores de seguridad vial existentes deben evaluarse y mejorarse continuamente para garantizar su eficacia y pertinencia a la hora de alcanzar el objetivo final. Es necesario adoptar medidas proactivas y estrat\u00e9gicas para hacer realidad nuestra visi\u00f3n de convertir a Malasia en un pa\u00eds con cero v\u00edctimas mortales en la carretera\u00bb.<\/p>\n<p>\u201cAunque la visi\u00f3n de cero muertes en carretera es dif\u00edcil de alcanzar, creo que, con la cooperaci\u00f3n y el compromiso de todas las partes y de todos los involucrados, no es imposible.
