Es el principal facilitador de la Declaraci\u00f3n para la Reuni\u00f3n de Alto Nivel. Sin embargo, la agresi\u00f3n iniciada por la Federaci\u00f3n de Rusia en Ucrania y las posteriores sanciones de la ONU y de los Estados Miembros contra la Federaci\u00f3n de Rusia nos causan gran preocupaci\u00f3n sobre si se puede negociar constructivamente una Declaraci\u00f3n exitosa y, por lo tanto, si se puede lograr con \u00e9xito el objetivo de la Reuni\u00f3n de Alto Nivel de asegurar una d\u00e9cada de acci\u00f3n y resultados.<\/em>\u00a0<\/p>\n<p><em>En el contexto pol\u00edtico actual, la legitimidad de la Federaci\u00f3n de Rusia para involucrar a los Estados Miembros en el di\u00e1logo constructivo necesario para lograr un borrador de Declaraci\u00f3n significativo se ha visto seriamente erosionada. Si los Estados Miembros optan por no participar en las negociaciones como resultado del papel de facilitaci\u00f3n de la Federaci\u00f3n de Rusia, como ya han indicado varios de ellos, se perder\u00e1 tr\u00e1gicamente el poderoso texto y el resultado de la reuni\u00f3n que se necesitan de manera cr\u00edtica para dar impulso al segundo Decenio de Acci\u00f3n.\u00a0<\/em><\/p>\n<p><em>En aras de las personas que utilizan las carreteras del mundo y como voces de la sociedad civil, acad\u00e9micas y empresariales por la seguridad vial en todo el mundo, pedimos que la Reuni\u00f3n de Alto Nivel se posponga o que otro Estado Miembro reemplace a la Federaci\u00f3n Rusa como facilitador.\u00a0<\/em><\/p>\n<p><em>Debemos encontrar una manera de avanzar.
