Las muertes de tr\u00e1fico son una crisis de salud p\u00fablica evitable que afecta particularmente a los pa\u00edses de ingresos bajos y medianos. \u00bfC\u00f3mo puede la tecnolog\u00eda salvar vidas?<\/strong><\/p>\n<p>El CDC (Centros para el Control y la Prevenci\u00f3n de Enfermedades) estima que el costo de las fatalidades y lesiones causadas por accidentes de tr\u00e1nsito en todo el mundo podr\u00eda ascender a aproximadamente 1.8 billones de d\u00f3lares entre 2015 y 2030.<a href=\"https:\/\/www.cdc.gov\/injury\/features\/global-road-safety\/index.html\">\u00a0Esta cantidad equivale a un impuesto anual del 0,121 % sobre el PIB mundial<\/a>.<\/p>\n<p>Adem\u00e1s,\u00a0<a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241565684\">las lesiones por accidentes de tr\u00e1nsito son la principal causa de muerte a nivel mundial para ni\u00f1os y adultos j\u00f3venes de 5 a 29 a\u00f1os<\/a>. Correspondiente a\u00a0<a href=\"https:\/\/www.vaccinesforroads.org\/global-impact-of-injuries\/\">Vacunas para Carreteras<\/a>, En la d\u00e9cada hasta 2030, 15 millones de personas morir\u00e1n y 500 millones resultar\u00e1n heridas en accidentes de tr\u00e1fico, con un coste de 24 billones para la econom\u00eda mundial.<\/p>\n<p>El dise\u00f1o de carreteras y la infraestructura relacionada utilizada son algunos de los factores principales que determinan si los accidentes de tr\u00e1fico resultan en consecuencias mortales o de lesiones graves. La infraestructura vial segura es un enfoque crucial de la\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plan Mundial para el Decenio de Acci\u00f3n para la Seguridad Vial 2021-2030<\/a>\u00a0que pide a los gobiernos y socios que implementen el Enfoque de Sistemas Seguros para reducir a la mitad las muertes y lesiones viales a nivel mundial para 2030.<\/p>\n<h4><strong>V\u00edaSegura: Tecnolog\u00eda para salvar vidas<\/strong><\/h4>\n<p>En asociaci\u00f3n con el\u00a0<a href=\"https:\/\/irap.org\/es\/accreditation\/\">Programa Internacional de Evaluaci\u00f3n de Carreteras (iRAP)<\/a>), el BID ha desarrollado un\u00a0<a href=\"https:\/\/irap.org\/es\/2020\/02\/media-release-idb-and-irap-will-work-together-to-improve-road-safety-in-latin-america-and-the-caribbean\/\">iniciativa digital para evaluar la seguridad de la infraestructura vial<\/a>, que busca hacer eficiente el proceso de detecci\u00f3n temprana de fallas. La herramienta se enfoca en evaluar un conjunto de variables utilizadas en la metodolog\u00eda de Star Rating.<\/p>\n<p>Uno de los cuatro protocolos principales de iRAP para evaluar la seguridad de la infraestructura vial es el\u00a0<a href=\"https:\/\/irap.org\/es\/3-star-or-better\/?et_open_tab=et_pb_tab_0#mytabs|0\">Metodolog\u00eda de calificaci\u00f3n por estrellas<\/a>. Proporciona una medida sencilla y objetiva del nivel de seguridad para los ocupantes de veh\u00edculos, motociclistas, ciclistas y peatones. Las estrellas oscilan entre 1 y 5, donde las carreteras de cinco estrellas son las m\u00e1s seguras. Se eval\u00faan m\u00e1s de 50 caracter\u00edsticas de la carretera, como barreras laterales y medianas, aceras, se\u00f1alizaci\u00f3n, marcas viales e iluminaci\u00f3n, entre otros factores.<\/p>\n<p>Bas\u00e1ndose en un estudio de 358.000 km de carreteras en 54 pa\u00edses, el 88 por ciento de los viajes en las carreteras del mundo son inseguros (1-2 estrellas) para los peatones, el 67 por ciento para los motociclistas, el 86 por ciento para los ciclistas y el 44 por ciento para los ocupantes de veh\u00edculos. Adem\u00e1s, la investigaci\u00f3n muestra que\u00a0<a href=\"https:\/\/www.itf-oecd.org\/sites\/default\/files\/docs\/zero-road-deaths.pdf\">el riesgo de muerte o lesi\u00f3n grave de una persona se reduce aproximadamente a la mitad por cada mejora incremental en la Calificaci\u00f3n por Estrellas.<\/a><\/p>\n<p>Los Objetivos Mundiales de Seguridad Vial de las Naciones Unidas incluyen garantizar que todas las carreteras nuevas se construyan con un nivel de 3 estrellas o superior, y que, para 2030, m\u00e1s del 75 % del tr\u00e1fico rodado circule por carreteras equivalentes a un nivel de 3 estrellas o superior, para todos los usuarios de la v\u00eda p\u00fablica. <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">Lograr los objetivos 3 y 4 para 2030 salvar\u00e1 450.000 vidas al a\u00f1o y 100 millones de muertes y lesiones graves en 20 a\u00f1os.\u00a0<\/a><\/p>\n<p>Para calificar una red vial, es necesario recopilar datos de atributos de las carreteras, generalmente a trav\u00e9s de inspecciones de video y otros medios. Luego, un grupo de t\u00e9cnicos capacitados debe analizar y codificar los datos de acuerdo con un manual de codificaci\u00f3n.<\/p>\n<p>Para facilitar este proceso, el BID ha utilizado tecnolog\u00eda digital que clasifica los objetos de las im\u00e1genes, ayudando a los analistas a codificar los atributos de las pistas de una manera r\u00e1pida, eficiente y precisa. Esta iniciativa se llama \u201cV\u00edaSegura\u201d y utiliza inteligencia y visi\u00f3n artificial.<\/p>\n<p>Dado lo complejo de la informaci\u00f3n, el BID implement\u00f3 varios algoritmos que aprenden de los datos imitando c\u00f3mo funciona el cerebro humano. Este tipo de algoritmo se denomina\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deep_learning\">aprendizaje profundo<\/a>\u00a0y te permite procesar im\u00e1genes y hacer clasificaciones.<\/p>\n<p>\u201cV\u00edaSegura\u201d es una rutina que clasifica los atributos de una ruta seg\u00fan el modelo iRAP. El proyecto IDB cataloga la informaci\u00f3n, minimiza la carga de trabajo, reduce la intervenci\u00f3n humana y los errores en los datos, disminuye el presupuesto asociado al etiquetado y ayuda a aumentar la seguridad vial.<\/p>\n<p>Esta herramienta es un ejemplo de lo que ser\u00e1 posible como parte de iRAP\u2019s <a href=\"https:\/\/irap.org\/es\/project\/ai-rap\/\">Iniciativa AiRAP<\/a>. La Iniciativa tiene como objetivo capturar los avances en inteligencia artificial, aprendizaje autom\u00e1tico, sistemas de visi\u00f3n, LIDAR, telem\u00e1tica y otras fuentes de datos para ofrecer informaci\u00f3n cr\u00edtica sobre la seguridad vial, el rendimiento de los choques y la priorizaci\u00f3n de inversiones para todos los usuarios de la v\u00eda.<\/p>\n<p>\u201cV\u00edaSegura\u201d se ha utilizado en Brasil y se implementar\u00e1 como proyecto piloto en otros pa\u00edses. Tras el \u00e9xito de los proyectos piloto,\u00a0<a href=\"https:\/\/irap.org\/es\/accreditation\/\">V\u00edaSegura estar\u00e1 m\u00e1s disponible para los proveedores acreditados de iRAP<\/a>\u00a0para apoyar las evaluaciones h\u00edbridas de seguridad vial que utilizan tanto datos de ML como codificaci\u00f3n manual para crear las calificaciones iRAP Star.
