El fabricante de autom\u00f3viles puso audazmente la patente a disposici\u00f3n de todos, incluso de sus competidores, acelerando la adopci\u00f3n masiva y salvando sin duda millones de vidas.<\/p>\n<p>En cuanto a la seguridad vial, innovaciones como estas son solo una parte del panorama. Hoy, con la r\u00e1pida urbanizaci\u00f3n en Asia Pac\u00edfico, tipificada por ciudades congestionadas y repletas de veh\u00edculos, los responsables pol\u00edticos se enfrentan al desaf\u00edo de reducir las muertes por accidentes de tr\u00e1fico.<\/p>\n<p>Adem\u00e1s de la p\u00e9rdida de vidas humanas, que es absurda y evitable, las muertes en carretera suponen un enorme coste para las econom\u00edas. Por ejemplo, el Programa Internacional de Evaluaci\u00f3n de Carreteras (iRAP) calcula que las muertes en carretera le cuestan a Pakist\u00e1n entre 1 000 y 2 300 millones de d\u00f3lares al a\u00f1o.<\/p>\n<p>\u201cEsta es una situaci\u00f3n muy alarmante, y aqu\u00ed fue donde comenzamos a desarrollar el programa de evaluaci\u00f3n de carreteras de Pakist\u00e1n\u201d, dijo Asif Azam, Subdirector de gesti\u00f3n de carreteras de la Autoridad Nacional de Carreteras (NHA) de Pakist\u00e1n. Estaba hablando en un reciente seminario web de intercambio de conocimientos organizado por ADB Transport, junto a Greg Smith, l\u00edder de proyectos estrat\u00e9gicos de iRAP.<\/p>\n<p>\u201cLa intenci\u00f3n era \u201doptimizar la inversi\u00f3n o la implementaci\u00f3n de contramedidas que salvan vidas'\", continu\u00f3 Azam. Trabajando con iRAP, que proporciona una herramienta reconocida a nivel mundial para la evaluaci\u00f3n de la seguridad vial, la autoridad de carreteras comenz\u00f3 con evaluaciones de riesgo de la vasta red de carreteras y autopistas que atraviesan Pakist\u00e1n.<\/p>\n<p>Smith y el equipo de iRAP recopilaron datos grabando videos de carreteras y registrando m\u00e1s de 50 atributos de la carretera que pueden contribuir a un mayor riesgo de muerte y lesiones. Estos incluyen \u201cla velocidad en la carretera, el n\u00famero de carriles de tr\u00e1fico, si hay marcas viales, aceras, cruces peatonales, curvatura\u201d, seg\u00fan \u00e9l.<\/p>\n<p>Todos estos datos entran en\u00a0<a href=\"https:\/\/vida.irap.org\/en-gb\/home\">VIDA<\/a>, un sistema que calcula calificaciones de estrellas para las carreteras en funci\u00f3n de sus factores de riesgo, donde una estrella representa el riesgo m\u00e1s alto y cinco estrellas el m\u00e1s bajo. \u201cB\u00e1sicamente, queremos que los dise\u00f1os alcancen al menos una calificaci\u00f3n de tres estrellas\u201d, dijo Smith.<\/p>\n<p>Con el sistema ViDA, los datos se pueden visualizar con m\u00faltiples capas y filtros. Digamos que queremos evaluar el riesgo de salida de carretera de una v\u00eda: el sistema analiza datos sobre su l\u00edmite de velocidad, curvas, arcenes y otros factores. \u201cPodemos ver que hay 362 ubicaciones de alto riesgo resultantes de ese filtro en los 10.000 kil\u00f3metros de red\u201d, se\u00f1al\u00f3 Smith.<\/p>\n<p>Ahora, la autoridad de carreteras de Pakist\u00e1n puede tomar decisiones informadas sobre c\u00f3mo mejorar la calificaci\u00f3n de estrellas y, posteriormente, la seguridad de las carreteras. El ADB contrat\u00f3 a iRAP para llevar a cabo evaluaciones de seguridad en proyectos financiados por cinco pr\u00e9stamos del ADB por un valor superior a 1 460 millones de d\u00f3lares en Georgia, la Rep\u00fablica Democr\u00e1tica Popular Lao, Mongolia, Pakist\u00e1n y Vietnam. El equipo ha prestado apoyo directo a las operaciones regionales en el sector del transporte mediante actividades de evaluaci\u00f3n de la seguridad vial que han influido en el dise\u00f1o y la ejecuci\u00f3n de los proyectos de transporte financiados por el ADB. En Pakist\u00e1n, la asistencia t\u00e9cnica se utiliz\u00f3 para formar a ingenieros y consultores en la evaluaci\u00f3n de carreteras, utilizando el modelo iRAP para desarrollar el Programa de Evaluaci\u00f3n de Carreteras de Pakist\u00e1n (PAKRAP 2017-2019).
