La iniciativa, dotada con 2.500 millones de chelines kenianos (19,3 millones de d\u00f3lares estadounidenses) y respaldada por financiadores internacionales, supone un giro radical desde la gesti\u00f3n posterior a los accidentes hacia una ingenier\u00eda de seguridad vial predictiva y basada en datos.<\/p>\n<p>Impulsada por alarmantes estad\u00edsticas de mortalidad nacional que cobran rutinariamente m\u00e1s de 4.000 vidas al a\u00f1o, la asignaci\u00f3n de consultor\u00eda de 30 meses tiene como objetivo elevar las autopistas kenianas a un nivel m\u00ednimo de seguridad de 3 estrellas. Para un pa\u00eds que sirve como la principal arteria log\u00edstica de la regi\u00f3n de \u00c1frica Oriental, estabilizar la red de asfalto ya no es una cuesti\u00f3n de simple mantenimiento, es un imperativo econ\u00f3mico cr\u00edtico.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>La Mec\u00e1nica de la Auditor\u00eda<\/strong><\/p>\n<p>El objetivo principal del proyecto, denominado oficialmente \u00abServicios de consultor\u00eda para la evaluaci\u00f3n de la calificaci\u00f3n por estrellas iRAP\u00bb, consiste en implementar sofisticadas herramientas de diagn\u00f3stico a lo largo de los 2 500 km seleccionados. Los ingenieros utilizar\u00e1n la metodolog\u00eda International Road Assessment Programme (iRAP), un marco reconocido a nivel mundial que identifica los riesgos de colisi\u00f3n y estima las probabilidades de lesiones mortales y graves (FSI) antes de que se produzcan los accidentes.<\/p>\n<p>Los documentos de licitaci\u00f3n indican que las manifestaciones de inter\u00e9s deben presentarse antes del 30 de junio de 2026. El consorcio seleccionado tendr\u00e1 la tarea de entregar un Plan de Inversi\u00f3n para Carreteras M\u00e1s Seguras (SRIP) rentable. Este plan de acci\u00f3n dictar\u00e1 d\u00f3nde deben implementarse intervenciones cr\u00edticas \u2014como paseos peatonales segregados, barreras reforzadas y puntos negros redise\u00f1ados\u2014 para alcanzar el codiciado punto de referencia de 3 estrellas.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Los n\u00fameros detr\u00e1s de la crisis<\/strong><\/p>\n<p>La red de carreteras de Kenia es una paradoja de ingenier\u00eda moderna y fallas de dise\u00f1o letales. Calzadas de alta velocidad de varios carriles a menudo se cruzan con asentamientos peatonales densos y no regulados, creando zonas de alto conflicto.<\/p>\n<ul>\n<li>Distancia objetivo: 2.500 km de corredores de alto riesgo.<\/li>\n<li>Duraci\u00f3n del proyecto: 30 meses a partir de la firma del contrato.<\/li>\n<li>Objetivo de seguridad: calificaci\u00f3n m\u00ednima de 3 estrellas en iRAP.<\/li>\n<li>Mecanismo de Financiaci\u00f3n: Banco Africano de Desarrollo (BAD) en el marco del proyecto Multinacional del Cuerno de \u00c1frica.<\/li>\n<li>Contexo de Fatalidades Anuales: M\u00e1s de 4,000 muertes registradas a nivel nacional por la NTSA.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Transformaci\u00f3n Institucional v\u00eda KenRAP<\/strong><\/p>\n<p>M\u00e1s all\u00e1 de las evaluaciones de ingenier\u00eda inmediatas, el proyecto busca alterar permanentemente la forma en que Kenia gestiona sus carreteras. Un componente importante de la consultor\u00eda implica el apoyo institucional para el desarrollo del Programa de Evaluaci\u00f3n de Carreteras de Kenia (KenRAP). Dise\u00f1ado como una iniciativa de m\u00faltiples partes interesadas, KenRAP integrar\u00e1 protocolos continuos de evaluaci\u00f3n de riesgos en la estructura misma del mandato operativo de KeNHA.<\/p>\n<p>El mandato incluye la creaci\u00f3n intensiva de capacidades para la reci\u00e9n reforzada Unidad de Seguridad Vial de KeNHA. Al capacitar al personal local en la elaboraci\u00f3n de mapas de riesgo de accidentes y la implementaci\u00f3n de SRIP, el gobierno tiene como objetivo reducir su dependencia de consultores extranjeros para futuras evaluaciones de autopistas.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>El \u00c1ngulo de la Log\u00edstica Global<\/strong><\/p>\n<p>Las carreteras objetivo no son tramos aislados de asfalto; son conductos vitales para el comercio internacional. La auditor\u00eda est\u00e1 intr\u00ednsecamente ligada al proyecto del Corredor Multinacional de Isiolo-Mandera en el Cuerno de \u00c1frica. Garantizar un paso seguro a lo largo de estas rutas es primordial para el movimiento de carga desde el puerto de Mombasa hacia pa\u00edses sin litoral como Uganda, Ruanda y los vol\u00e1tiles mercados de Sud\u00e1n del Sur y Etiop\u00eda.<\/p>\n<p>Los economistas enfatizan que los accidentes de carretera merman entre el 3 y el 5 por ciento del producto interno bruto de Kenia anualmente a trav\u00e9s de la p\u00e9rdida de productividad, los costos m\u00e9dicos y los da\u00f1os a la propiedad. Al invertir fuertemente en ingenier\u00eda preventiva, KeNHA est\u00e1 participando efectivamente en un control severo de los da\u00f1os econ\u00f3micos.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Un cambio de paradigma en infraestructura<\/strong><\/p>\n<p>Durante d\u00e9cadas, la pol\u00edtica de infraestructuras de Kenia se ha caracterizado por una r\u00e1pida expansi\u00f3n y la construcci\u00f3n de nuevas carreteras asfaltadas, a menudo a expensas de la seguridad del transporte no motorizado.
